1. Firstly you will need to download live writer latest version or download full setup of windows liver writer direct link 

2. Download Windows Live Writer portable launcher 

3. You now need to copy every file from

C:\Program Files\Windows Live\Writer to

<usb drive letter>:\WindowsLiveWriterPortable\App\WindowsLiveWriter

this directory structure will be created when you extracted the contents of the portable launcher on your portable drive.

4. Double click WindowsLiveWriterPortable.exe file, to start portable windows live writer.
