MK Drive Access Control is a free to use tool which allows you to remove those drives out of your computer as they are locked by some programs and process running on your computer, there are many times you can not remove a removable drive or other cd dvd drive because its in use by some other hidden application running in the background which has locked that drive.
It is a free tool which is supported to run on Windows NT / 2K / XP / 2003, it may or may not run on windows 7 but you can try at least.
